Scrap metal: from waste to secondary raw material
In recent years, sensitivity to recovery of metals has strongly increased all over Europe. Until only a few years ago scrap metal was considered waste; now it is qualified as Secondary Raw Material, ideal for reuse.
What EU Regulation No. 333/2011 says
With EU Regulation No. 333/2011 of the European Council of March 31, 2011, the European Union set the criteria according to which scrap metal stops being considered waste, pursuant to the provisions of directive 2008/98/EC of the European Parliament and the Council.

What is EU Regulation n. 715/2013?
The Commission Regulation (EU) No. 715/2013 establishes criteria determining when copper scrap ceases to be waste under Directive 2008/98/EC of the European Parliament and of the Council.
